Senior Congress leader Okram Ibobi Singh on Saturday alleged that the Manipur government was violating the provisions of the Constitution by not convening the winter session of the Assembly.
“The state government is violating the provisions and articles of the Constitution,” the Congress Legislature Party leader told reporters at Congress Bhawan here.
“As per rules, at least three sessions of the Assembly should be convened in a year – budget, autumn and winter,” he said. “However, the winter session of the Manipur Assembly has not been convened yet and the year is almost at an end.”
“Memorandums in this regard have been submitted to the Governor, Assembly Speaker and Chief Minister yesterday,” Singh said.
The former chief minister said, “We are compelled to raise this issue due to the failure of democratic institutions to function normally. As an opposition party, we will not remain a mute spectator if the government does not discharge its duties timely and responsibly.”
