After 17 years, the border lands were again sold to outsiders in the restricted area of Barmer district. Ramsar SDM Anil Jain along with his family members played this game of selling border lands. According to the records of 10 months, the area of Harsani Sub Registrar

- In September and October, the SDM’s family got more than 800 bighas registered in the Harsani sub-registrar office. After getting the registration done from the solar companies, the land amount at the DLC rate reached the accounts of Kapil, Ansi and Tikamchand. There is no mention of how much the land was purchased from the owner.
- Apart from DLC, a big transaction of black money was done. Sold land in the name of family members under power of attorney to earn huge profits. It was not registered with the sub-registrar, only notarized. Got the registration done directly in the name of the solar company representative. This led to evasion of stamp duty.
- SDM Anil Jain, resident of Baleva village, name still in the voter list there. Declared as native of Jodhpur in DOP. On this basis, Ramsar SDM of his native district Barmer got posted for the second time. On March 1, he also took additional charge of Gadra Road SDM, this is where his village Baleva is. Then played with lands.
- According to the Ceiling Act 1955 and 1973, a person can buy a maximum of 437 bighas of land, but more than 1500 bighas of land was purchased through power of attorney in the name of SDM’s brother Kapil and mother Ansi. Direct violation of Ceiling Act.
When Bhaskar reached the victims, they said – threatened for the land, even got the transfer done Case 1: One-sided decision in a month without giving any notice Within a month, a unilateral decision was taken on the claim made by a fake sister on 300 bigha land of Bhursingh and Bhimsingh of Kubadia village of Gadra Road tehsil. Both the elders told that they do not have any sister by name Taj Kanwar, yet SDM Jain accepted the case and made five people including the Panchayat a party. Not only did we get two notices, without knowing our side the SDM took a unilateral decision on 23 July 24, after which we received the third notice. Then we came to know that the decision was taken against us. SDM Saheb and his acquaintances from Mithadau want to grab the land. Later got a stay from RAA. Case 2: If land was not given then compensation was sent to the teacher The SDM put pressure on a teacher of Baleva village to take his land. When the land was not given, a woman was made to file a false complaint against the teacher. By giving instructions to the Block Education Officer, that teacher was sent to Munabav on deputation. When Bhaskar tried to talk to the teacher, he said that he is a great sir, I do not want to speak against him.
Permission is required to come here
Barmer’s Ramsar, Sedwa, Gadra Road, Chauhtan, Girab, Bijraad, Bakhasar police stations are restricted because they are adjacent to the border. To buy or sell land in these police station areas, under Section 3 (3) (6) of the Criminal Law Amendment Act 1961, a person from outside the restricted area is required to take permission from the concerned SDM. Before issuing the permission, the SDM will get the applicant verified from the concerned police station that he is a resident of the given address. After getting permission, arrival has to be done in the concerned police station area. After that he does his work. Under the Criminal Law Amendment Act, apart from buying and selling land, permission is also required for an outsider to sign any kind of government work or even to travel in the said area.
Registry after closure of Ramsar office, when objection was raised, charge of sub registrar was removed
All the registries were done after 8 pm and in all the registries, SDM’s brother Kapil signed as a witness. Here RI Omprakash was in charge of the sub-registrar. When he objected to the registration at night, he wrote a letter to the Barmer Collector and got the charge removed.
SDM said- this is my family’s business
There might have been buying and selling of land or they might have taken the land, this is their business. My father has been doing this work for forty years. If he took more land than the Ceiling Act, he sold it. Now where does he have the land? Please tell me if the registration is done in my name.
